WHICH IS IT: MORE US TROOPS OR ALL EXIT BY DEC 31?

With Iraq sliding toward civil war, US President Bush says he will send more troops to Baghdad.

Yet the Iraqi President stated days ago that all multinational forces will exit Iraq by the close of this year, his own police forces taking care of national security.

Which is it?

In the meantime, British ambassador who just left his Iraqi post warns that Iraq’s security forces are not trusting one another let along trusted by the Iraqi populace.

There is competition between the forces depending on whether they are listening to Sunni, Kurd or Shiite commands. There is even the possibility that a large contingent could form a “country within a country” like unto Hezbollah in Lebanon.

Admitted, even with more US troops, Iraq’s Parliament has no real, practical power over the sectarian warring. Parliament does not blow up people and edifices. Muslims with munitions do. Who then has the “street power” to govern a civil war or no civil war?
