Venezuela Dictator Hugo Chavez promises to bring down the US government. Speaking to a TV audience he stated: "Enough of imperialist aggression. We must tell the world: down with the US empire. We have to bury imperialism this century."

Therefore, Citgo moneys go back to Chavez’s plot to undo the United States.
